Are a tourist visa and a visitor visa the same?

Yes. Tourist vsia and visitor visa are not the same. A visitor visa is required for short-term visits and for non-work purposes like visiting family or vacations, whereas tourist visa is issued specifically for tourism & sightseeing purposes.

These both comes under the Schengen short-stay visa, which is Type C.
